In my recruiting business, I am not able to recruit for off-shore talent -- at least not at this time. My clients, who are hiring full time, direct hires, can sometimes sponsor H1B visas, but not necessarily all the time; it depends upon the position.
If you know people who are here in the States who might be interested in Oracle implementations based in Charlotte, I would be happy to talk with them and see if we can help. Good English skills are critical. It's a lot easier to place people with Green Cards, and we do place people all the time who have gotten that far in the process.
